Q: Where is the office located?

We are located in the "Johnson County Administration Building" in Olathe, Kansas, 111 S. Cherry, Room 1051. The building is located between Kansas Ave. & Cherry Street and South of Santa Fe. It is the 3-story building with a clock tower south of the Johnson County Courthouse  . The handicap power assist doors are located on the north and east entrances of the building. Q: Where do I park?
Free parking is available, however, many of the spaces surrounding the building are handicap or timed parking. Street parking around the building is hard to find. Please allow yourself an additional 10-15 minutes for parking. 

There is a parking garage located on the northeast corner of Cherry & Loula Street which is cattycorner to the building. The spaces on the south first row, as you enter, are limited to 2 hrs. and all other spaces, except as marked, are unlimited. Also, located just southwest of the building across Kansas Ave. are 2 additional public parking lots. One is on the north side of Loula and the other is on the south side of Loula west of Kansas Ave.

Handicap parking is available, the power assist entrances are located on the north and east sides of the building.
 
Q: How do I get a license?
Once you determined the class type of license you qualify for, complete the "license application ", and bring all supporting documents with payment to the Contractor Licensing Office.
 
Q: What should I bring?
Please bring your drivers license or other photo identification, any documents required for licensing, e.g., copy of diploma and transcript, testing scores, either a check, money order or cash, and proof of insurance must be provided. Blank application forms are available in our office.
 
Q: Do you take credit cards?
Yes, we accept cash, check, money order, cashier check, Visa, MasterCard, Discover and American Express.
 
Q: What is the intent of the Contractor Licensing Program?
The purpose is to protect the public welfare by assuring that those undertaking the construction, alteration, repair, or demolition of structures are qualified to perform such services....... click here to view resolution
 
Q: What is the definition of a "Contractor"?
A "contractor," is any person or firm that undertakes with or for another to construct, alter, repair, or demolish any structure or any portion thereof including every i) plumbing contractor, ii) electrical contractor, iii) mechanical heating, ventilation, and air conditioning ("HVAC") contractor, and iv) general contractor, building contractor, and residential contractor....... click here to view resolution
 
Q: When did the contractor licensing program begin?
The contractor licensing shall be implemented on January 1, 2002.

Q: Who should get a license?
Any contractor that will construct, alter, repair, or demolish any structure or any portion, thereof. In general, if your company has to pull a permit to operate your business then you have to be licensed. This includes ALL contractors, General Contractor, Building Contractor, Residential Contractor, Mechanical, Plumbing, and Electrical . Q: I do not qualify by having a BS. degree, how would I take the national recognized test?
This office will sponsor individuals for the Experior test or provide information for the ICC (International Code Council exam.

Johnson County does not have a journeyman program therefore at this time we do not sponsor individuals for journeyman exams. If one would like to take a journeyman exam we recommend you contact one of the following jurisdictions.

Q: Where can I take a National Recognized Builders Exam?
There is a website for ICC (International Code Counsel). It is www.iccsafe.org You can apply on-line to take the test and buy study material.

Q: Can I have more than one qualifying individual per company?
Yes. Each qualifying individual must provide qualifying documentation.  There is no additional fee for additional qualifying individuals.

Q: Could a company use the same individual to qualify for more than one license?
Yes.  The qualifying individual must complete a license application for each license.  Registration costs for a company is $100.00 and each license is $200.00

Q: Is anyone excluded?
a) An employee or agent working for and under the supervision of a contractor licensed for the type of construction, alteration, repair or demolition being undertaken; and

b) A homeowner who personally occupies or will occupy and undertakes the construction, alteration, repair, or maintenance of such homeowner's single-family residence or an accessory structure thereto. Notwithstanding the foregoing, for purposes of this section, any homeowner who undertakes the construction of a new residence for such homeowner's personal occupancy more than 3 times in any 5-year period shall be deemed to be a "contractor." - click here to view resolution.

Q: Who is responsible for the work?
Upon issuance of a building permit to a licensed contractor, such licensed contractor shall be responsible for all work undertaken pursuant to such building permit, including work done by the licensed contractor's employees, agents, and subcontractors - click here to view resolution.
 
Q: Does the Contractor have to be insured?
Yes, every licensed contractor  with an "active  license" must keep in force a policy of general liability insurance including completed operations coverage. Licensed contractors must provide evidence of insurance to obtain and maintain a license - click here to view resolution.

Q: Is there an application form or fee?
Yes, there is an application form.  A company may have more than one qualifying individual at no additional cost. The fees are a one-time $100.00 and $200.00 annual fee per license. Please click here for license application. All fees are non-transferable and non-refundable.
 
Q: Who is allowed to sign for building permits?
A licensed company may appoint one or more individuals who shall be authorized to obtain building permits on behalf of the licensed company. Such individuals are not required to be a licensed, however they must be registered as "Permitees" for the licensed company.   Please see Section 18.12.16, of County Resolution 058-01 for further explanation - click here to view resolution.
 
Q: Do I need continuing education to keep my license?
Yes. Every qualified individual must complete a minimum of  8 hours of continuing education per license class as required by the Contractor Licensing Review Board each calendar year. The costs of Contractor Licensing sponsored classes are covered by the annual license fee. Q: What is the CLRB?
The CLRB or Contractor Licensing Review Board is comprised of 9 members. The members are appointed by the Johnson County Board of County Commissioners. The members serve without compensation. The specific duties of the CLRB are outlined in Resolution 058-01, pages 3-6. The membership consists of:
  • Two Johnson County certified building code officials.
  • One Kansas licensed architect or civil engineer.
  • One licensed general contractor or an employee of such contractor.
  • One licensed building contractor or an employee of such contractor.
  • One licensed residential contractor or an employee of such contractor.
  • Two licensed electricians, or plumbers, or HVAC Contractors, or an employee of such contractors.
  • One member of the general public of Johnson County.

The term of office for CLRB members shall be 4 years, except for the members first appointed of which 3 members shall serve for 2 years, 3 members shall serve for 3 years and 3 members shall serve for 4 years. Please see Resolution, 058-01 for further explanation.

Q: Where can I take the required continuing education classes?
The Contractor Licensing program will offer classes, free of charge to all qualified individuals,  throughout the year. Classes offered through other organizations may qualify for continuing education credit if approved by the CLRB. Click here to visit the EDUCATION site for further information.
 
Q: As a company owner, can I have more than one individual qualify for a license?
Yes, provided each qualified individual can meet the licensing requirements.  You may list them as qualified individuals with your company at no extra charge however each individual must complete a license application.
 
Q: Are my employees required to be qualified contractors?
No, an employee or agent working for and under the supervision of a qualified licensed company for the type of construction, alteration, repair or demolition being undertaken does not have to be licensed. Companies are required to employ a qualified individual before they can be licensed.
 
Q: Who is responsible for the project?
The licensed contractor (company) that obtains a building permit is responsible for all work undertaken pursuant to such building permit, including work completed by the contractor’s employees, agents and sub-contractors.
 
Q: As a homeowner, do I have to be licensed?

A homeowner who personally undertakes the construction, alteration, repair, or maintenance of his single-family residence, in which he will reside, or, an accessory structure on his property does not have to be licensed. Notwithstanding the foregoing, any homeowner who undertakes the construction of a new residence for his personal occupancy more than 3 times in any 5-year period shall be deemed to be a “contractor” and must obtain a license.
